The New Zealand Government has said the flood of foreign students into the country is out of control and it wants to put a cap on the numbers by 2004. The government is concerned that uncontrolled growth of foreign students will damage the country's reputation for high quality, good value education. It is reported that up to six young Asian students are being referred for abortions each week, quality home stays are in short supply, and foreign students are failing badly at schools because of language difficulties.
